The territories are, yes, missing a parliament, and they are also missing the middle tier appellate court. They have a Magistrates court and a Supreme court, but not the district or country level which the Australian States have.
Australia's High Court is the highest court, serving as the final appellate court for all cases anywhere within Australian legal jurisdiction.
