The Financial Times says Genocide Joe has "announced new Israel-Hamas peace proposals" (plural). The Washington Post says GJ "announces a new Israeli proposal for temporary cease-fire deal" (singular, and uses ‘Israeli’). AP News says that GJ "details a 3-phase hostage deal to wind down the Israel-Hamas war" (not genocide). Using less words, Will Porter at Antiwar titled "Biden Unveils Israeli Ceasefire Offer".

The Lobby
The headline from WaPo shows their bias with the use of "Israeli" as an adjective. While limited support for the proposal was issued by the office of the Zionist president, Porter provided a quote from other elements of the regime which showed they are less supportive. Those regime elements made:
"comments to Sky News, saying the Israeli government does not “wholly recognize or agree with” the plan
Context
Behind GJ’s speech must be some text which has received some agreement. That this is not provided is expected: one doesn't hand out texts which are still under negotiation.
We learn that the Biden regime who have been happily gifting and selling weapons to Israel at tax-payer expense to facilitate Israel's murder of over 15 000 children and the injury or death of well over 100 000 civilians has thought fit to present a "temporary" or "3-phase" or something way for the Palestinian people to be less in danger from Israel than they currently are. Israel’s military are currently rampaging through Rafah.
From the regime's perspective, and that of the MICIMATT deep-state system behind it, there are a few important contemporary projects and events. The genocide in Palestine (though that's not how they'd voice it) is one. More important is the upcoming Presidential election in the US. Another is the "weakening" of Russia which is failing terribly in Ukraine. Off in the distance is preserving their failing hegemony by threatening and attempting to undermine China in any way possible.
China is leading an effort, with BRICS+ and SCO partners, to construct a political settlement for the Israel-Palestine problem. It will involve a 2-state solution because that is the only solution which does not involve the eradication of the state of Israel.
Meanwhile, the US is pushing European NATO member vassal states to continue supporting the also failing effort to weaken Russia via the war US/NATO provoked in Ukraine using neo-Nazis as their dupes. Every weapon fired anywhere by the US or a NATO ally generates more income for the the Military Industrial Complex component of MICIMATT, so there's a trade off happening. Let's scale back the Israel income stream while our European dupes fire your weapons at Russia.
Thus, the establishment behind GJ can have him issue this "peace plan" to attempt to calm domestic waters sufficiently to make it remotely possible they the old codger might win a second term. The "plan" may also, they hope, steal the wind from whatever solution China and co. are pursuing.
This is all well and good. Any reduction in death and destruction in Palestine is a good thing, so long as their ability to continue to resist their oppression and occupation is not eliminated. Frankly, neither the US nor Israel has any real control over the existence of a resistance so long as Palestinians exist in Palestine. So, its all a bit moot. It is, nonetheless, a good thing that efforts are being made to find a solution. The rock is Zionism. That is what needs to be broken, and that will take far more than a piece of paper. Hamas and other resistance groups are well aware of this.
The US no longer has the influence in the region that it once did. This floating of a peace plan may hope to increase that influence. The biggest problem the US and their EU vassals have is that they have no credibility left. On the other side of the ledger, China & Russia with their BRICS+ and SCO partners do, as demonstrated by last year's unexpected rapprochement between Iran and Saudi Arabia and the welcoming of Syria back into the League of Arab Nations.
Achieving a lasting political solution to the problem of Israel is going to take quite some heft. The US history of being a terribly unreliable broker stands in contrast to recent successful diplomacy by China and partners.
The world wants a solution. Kudos is available to whichever nations can facilitate one.

Actually this is a dead end.
First of all a "two-state solution" is not possible, because at best it would consist of two Palestinian "reservations" that are non-contiguous and sitting as islands inside Israel and dependent on an subjugated to it. Which will not be be a stable situation or a lasting peace.
Secondly "Israel" is an apartheid state, and per definition according to international laws apartheid is a crime against humanity, illegal and must be eradicated. So "Israel" as an apartheid state should not exist in the first place, and for it to continue would be to green light apartheid.
The only viable long term peace in that region is for a reconciliation process to be begun, and a transition to a single, demilitatized, pluralistic state with democracy for all in that region.
That's only doable when then zionists in the US stop meddling and giving the racist zionists in "Israel" completely disproportionate power that in reality they don't have. And that's partly because the US zionist neocon foreign policy doctrine is to sow chaos in every region of the world and weaken the countries.
China alone cannot do this. It's only possible via China doing it PLUS a total rebellion in the US that removes it from its current state of being captured by zionist neocons. They have messed up the place so badly that this could happed for domestic reasons, but the knock-on-effect would be that it enables peace in the Middle East.
