The Chinese curse of "may you live interesting times" expresses a cultural desire for stability. Our present geopolitical environment represents "interesting" on steroids. The 30 year history of US hegemony bears two parallel geopolitical themes which Prof. Jeffrey Sachs clearly outlined in his presentation on February 19th, 2025, to the European parliament.
From 1994, the US pursued a policy of inexorable NATO expansion. It has generated two hot wars in Europe, the dismemberment of the successful Socialist state of Yugoslavia in the 1990s and now the destruction of Ukraine. After the 9/11 crimes in the US, it pursued Benjamin Netanyahu's "Clean Break" strategy of destroying wealthy nations in north Africa and southwest Asia as described by US Gen. Wesley Clark, the "7 countries in 5 years" program.

Sachs' audience was the EU parliament. He acknowledged the last occasion on which Europe stood against US unipolar warmongering, France and Germany's opposition to the US (and UK) illegal and horrific invasion of Iraq in 2003. His purpose in highlighting this event was to set it against the background of subservience to US foreign policy since.
Sachs clearly described not only the relentless US pursuit of NATO expansion, but also the damage of unrelenting CIA regime change operations. They have been disastrous for Europe. The rise of political parties outside of the centrists who have sucked from the US tit can be directly drawn to the results of these policies: the immigration flows from north Africa and the Sahel, and southwest Asia, and the current economic disaster caused by the removal of Russian energy and minerals from European industry.
He threw in Kissinger's adage "that to be an enemy of the United States is dangerous, but to be a friend is fatal" to emphasize his message. Instead of issuing Otto von Bismark's "The secret of [international] politics? Make a good treaty with Russia." he said it himself:
The European Union should be the main trading partner of Russia. Europe and Russia have complementary economies. The fit for mutually beneficial trade is very strong. By the way, if anyone would like to discuss how the U.S. blew up Nord Stream, I’d be happy to talk about that too.

You’re going to be living with Russia for a long time, so please negotiate with Russia.
He and many other Professors of International Relations, who have both studied the topic and lived through it, advise that:
we are in a very different kind of politics right now, a return to great power politics
To underline this:
Senator Mike Lee of Utah and Congressman Chip Roy of Texas reintroduced legislation that would completely remove United States funding and involvement from the United Nations.
The turning wheel
Many significant US commentators, such as Ambassador Chas Freeman, have re-raised the century old question of why the US is fighting European wars, or securing its peace, 80 years after the end of WWII? They and others note a return to the Monroe doctrine of western hemispherical dominance by the US, a geographic retrenchment of the US empire.
In Freeman's discussion with Nima on 2025-02-26 he expressed the geostrategic logic of this position. The US is protected by two oceans. It engages militarily in Eurasian wars after the protagonists have largely defeated themselves. In so doing, it chooses the victor. It serves as a international balancing force, and can otherwise go about its own business controlling the western hemisphere.
This is the natural position for the US in a great power game, as anyone who has played the board-game of Risk understands. But, the world is not a board-game and international politics does not need to, indeed will not, revert to nineteenth century great power politics.
The US can withdraw from the UN, but it cannot leave the planet.
China, India, Russia, Iran, Brazil and all of the other members of BRICS not only advocate for the principles of the UN, but need an international institution to facilitate their multi-nodal world. Frankly, the UN could do with a bit of the treatment that USAID received. It is quite overdue for a cleaning of house, especially in the Security Council.
Returning to Sachs' speech. His message to the European Parliamentarians, other than a reasoned plea for an independent European foreign policy based on reality, was that it is not only the academics who understand what has been happening these last 30 years. The history and the mechanics behind it are well understood:
Ladies and gentlemen, please, how did all those Ukrainian media outlets suddenly appear at the time of the Maidan? Where did all this organization come from? Where did all these buses come from? Where did all those people come from? Are you kidding? This is an organized effort. And it’s not a secret, except perhaps to citizens of Europe and the United States. Everyone else understands it quite clearly.
Sachs is hinting to the members of the EU parliament that the game is up. Even your electorates are beginning to understand the dynamics at play.
