If Russia's leadership were not so calm in responding to the declarations of war which European NATO nations have made against them by authorizing Ukraine to attack Russia within its 1991 borders …
Day 1
Russia issues a demand upon all European NATO member states. To avoid an attack on their military communications infrastructure they are to issue a letter, signed by their political leader (president or prime minister as appropriate) on the letterhead of their political leader's office. That letter is to be submitted to the Russian Foreign Ministry or published in a national newspaper of the nation which issues it. This is to be done within 7 days.
The letter must state that the nation revokes all political permission for Ukraine to use any weapon supplied to it by the issuing nation to be used to attack Russia within in its 1991 borders (U2NARW91B - Ukraine to not attack Russia within 1991 borders).
The demand is just that. The issuance of a letter which essentially removes their declaration of war on Russia.
Days 2 to 5
Behind the scenes panicked discussions occur. The US weighs in. Lines of "unity" and "not being bullied" are thrown back and forth.
Immediately, Hungary and Slovakia issue the letter stating that they had never issued any permission to Ukraine (U2NARW91B), and restate this lack of permission. On days 3 and 4, Spain and Italy issue an equivalent letter.
The UK and France decide to run the "wont be bullied" line, and Germany follows suit along with the low countries, Poland, the Baltic states and the Scandinavian countries.
Day 6
Some nations which were part of territory of the former Warsaw Pact like Bosnia and Herzegovina issue letters akin to those of Hungary and co..
Day 7
Nothing happens.
Day 8
Russia launches hypersonic missiles attacking every nation precisely in accordance with their threat. Attacks are proportionate to military capability. Thus, Germany, France and the UK are hardest hit. In Germany, some US military communications are also struck. The damaged is to satellite dishes and core communications nodes heavily degrading military, and only military, communications infrastructure.
Around 300 people are killed, mostly in nations which did not take the warning seriously.
Russia re-issues the U2NARW91B demand, stating that the consequence of failing to comply will be an attack on core national communications infrastructure, given that the militaries must be using this now as their comms has been heavily degraded. The attack will happen in 7 days. Russia informs NATO that it used less than 1% of its missile capacity and that those used will be replaced in 6 weeks.
An almighty shitfight erupts in Europe with the nations which have not been impacted, because they issued the statement, calling on the others to do that same. Speeches are made at the United Nations. Other nations on the territories of the former Warsaw Pact, Czechia being one, issue the letter and state that the solution to this problem is a negotiation to end the Ukraine war. This sensible advice is lost in other nations’ bellicose rhetoric.
Days 9 to 13
France, UK and the US issue talking points comparing Russia to Nazi Germany, completely forgetting that it was Russia which defeated Nazi Germany. Corrections to this ignorance are ignored in Western media.
The low countries issue the letter by day 12, as does Greece and Macedonia.
The "core" of NATO issue threats to attack Russia should Russia continue.
Russia informs its citizenry that it is deadly serious about what it is doing and asks them for forgiveness; please expect that NATO will attack more of Russia than just Belgorod, and Crimea, and Donetsk, and Lugansk, and Zaporozhye and Kherson.
Day 12
More than a hundred missiles are fired from Ukraine at Belogorod and Crimea. Most are brought down by Russia air defense systems. Thousands die. Russia’s naval facilities in Sevastopol are significantly damaged.
Day 13
Russia reminds European NATO nations which have not issued U2NARW91B that all they are asking for is a letter to be issued.
Day 15
Russia launches the next hypersonic missile attack. These cripple the core communications infrastructure in France, Germany, UK and Poland along with the other countries which have failed to revoke permission, such as those in Scandinavia.
850 people who were working at communications facilities die in the attack.
Russia makes the same demand for U2NARW91B to be issued within 14 days. For nations which do not comply, Russia states it will significantly degrade their airforce and attack all non-nuclear missile facilities. Russia reminds Europe that is has not yet used 2% of its missile capacity. It informs Europe that replacements for strike one are ahead of schedule for delivery 3 weeks hence. Russia reminds Europe that more than 60 000 Russian soldiers have died to NATO weaponry in Novorossiya and more than 3000 Russian civilians within the 1991 borders of the Russian Federation.
The Pope makes a statement calling for calm. The US threatens to start a nuclear war. India issues a statement saying that NATO had already declared war on Russia and what did they expect? The BRICS+ countries (minus Russia) remind the world that Europe always starts these world wars and that they are not going to be involved. Europe can wreck itself, thank you very much.
Elon Musk's Starlink has 80% of its capacity leased by the UK, France and Germany which have no effective communications anymore. Old radio sets are dusted off as old broadcast radio and television are the most effective government communications mechanisms. Government itself grinds to a halt because these nations have shifted their government services onto "digital platforms" which dont work at all when there is no internet.
A non-lethal nuclear accident occurs in France when it goes through the process of test arming its nuclear weaponry.
Europe's civil society breaks down in the major nations which have not issued U2NARW91B because their communications networks are almost totally degraded. Buses and trains don't run. Milk runs out at supermarkets. Due to the replacement of cash by cards, nobody can pay for anything because the banks dont have sufficient cash to issue for exchange of goods when EFTPOS doesn't work. The military is deployed to maintain order and assist in critical supply.
Russia responded to the US threat to start a nuclear war. The private communication amounted to:
We didn't involve you in this, but if you want to be involved, have a word with your friends in Europe. We dont like people declaring war on us, and we are deadly serious. In response to your threat of a nuclear war, expect two unarmed hypersonic missiles. One will impact in Wyoming and the other in New Mexico at these coordinates.
We mean that they are unarmed. We mean that they will impact where we are informing you they will because nobody will be hurt at these locations. They will arrive in 4 hours plus a few minutes of flight time.
If you attack us in response we will issue an armed response of our choosing. Target selection will be purely military. People will get hurt.

Update
Larry Johnson informs that after Scott Ritter had boarded a flight at JFK airport US Customs and Border police boarded the plane and removed Ritter from it and then seized his passport.
To Johnson's mind this is illegal. He cites three potential justification which the US government can use to seize a passport and cannot see how Ritter meets any of these potential justifications.
Until further details are produced, and most likely even then, this looks like repression of civilian rights and free speech based on Scott's voiced opinions which are contrary to that of the current US regime.
A search of 'ritter site:gov' for within the last week, yields no results for Scott Ritter.

What about the ZDay exploits that surely all involved nations have in their safe? Less theatrical than a supersonic missiles but potentially even more devastating...
In your scenario I don't think there would be anything beyond Day 8 as that would be a general nuclear war and there would be little or no human life left on Russia, Europe and North America after that.
As for Scott Ritter, actually US law does not give their citizens the right to a passport, or - and this is really crazy - or the right to even enter the US if they are coming to a US border from outside. They have no rights all basically.
